This seed index gives you seven mitigation research starting points from three public-agency programs. Each entry keeps the lead agency, project, measure identifier, adoption record, and source attachment together. You can open the adopted source before deciding whether its mechanism fits your project.

Here, “precedent” means previously adopted mitigation language. Judicial precedent remains a separate legal source.

CEQAnet defines the corpus boundary

CEQAnet is the searchable State Clearinghouse database within the Governor’s Office of Land Use and Climate Innovation. It contains key information from CEQA documents submitted for state review since 1990 and full-text copies for documents and notices beginning in March 2019.

LCI states that CEQAnet does not contain every California CEQA document. LCI posts submissions as received and does not review them for legal adequacy. The lead-agency document remains the source for every entry in this index.

The selection method keeps each entry source-bound

An entry enters this seed index only when all five conditions are true:

  1. A CEQAnet project page names the lead agency, project, and SCH number.
  2. The project’s Notice of Determination records adopted mitigation and an adopted monitoring or reporting program.
  3. CEQAnet provides the source attachment that contains the indexed measure identifier.
  4. The index can state the project context and implementation mechanism from the source document.
  5. The review record stores the source URL, retrieval date, and SHA-256.

The current seed contains three projects and seven research entries. A Notice of Determination without the underlying program remains outside the index until the program can be reviewed.

Public Resources Code section 21081.6 sets the monitoring frame

Public Resources Code section 21081.6 requires a public agency to adopt a reporting or monitoring program when it makes the specified finding under section 21081 or adopts a mitigated negative declaration. The program covers project changes or conditions designed to mitigate or avoid significant effects. The measures must be fully enforceable through permit conditions, agreements, or other measures.

CEQA Guidelines section 15097 keeps the lead agency responsible for implementation until the mitigation is complete. It distinguishes reporting from ongoing or periodic monitoring and lets agencies assign program responsibilities and enforcement procedures.

Use those requirements to evaluate the mechanism in context. A measure title alone cannot show enforceability, timing, responsibility, or the source impact finding.

The implementation mechanism determines whether the language fits

Open the impact analysis, adopted findings, and monitoring table together. Check the affected resource, project design, agency jurisdiction, performance objective, implementation timing, responsible party, verification record, and enforcement path. Draft from your project evidence after that comparison.
